Perceptions towards Poverty

Do you think people experience poverty because they are disadvantaged by the system, or their personal faults? 65% of respondents in Singapore believe that poverty is a shared problem between individuals and society. Only 8% think that it is a personal problem - should more be done by society to help those in poverty?
